the public money for which I was responsible. My Chief and Accountant, a Portuguese, was a man upon whom I could rely to report any irregularity, which he was now in a posi-

tion to observe.

Unfortunately, in October 1909, Mr. Botelho, Chief

Clerk, died, rid was replaced by a Chinese, Chan Pui, I vigo-

rously protested against the appointment of this man, Rs I did

not trust him, but I was overruled, and Chan Pui was sent here

6. My orders as to the collection of revenue wefe very

carefully explained to him by me, and there is no doubt that

he thoroughly understood them, for he repeatedly assured me

that they were being carried out to the letter, and that the

shroff was collecting no money outside the office. Not satis-

fied with these assurances, however, although I had nothing

except my distrust of Chan Pui to go on, I took the very unu sual step of personally calling upon the heads of the princi- pal firms to emphasise verlally the terms of the circuler I

had issued, and to request that they would give positive or-

ders to their employes that all sume due to the Harbour De- partment were to be paid at the Harbour Office only, and, when-

ever possible, by cheque.

Mevertheless, in spite of all my precautions, on

22 October 1910, the shroff, Wang Hau Nam, was able to abs- cond with some $3000 of public money. This he could not

possibly have done without the connivance of Chan Pui. Some few days previously I had noticed that there were many sume outstanding which were overdue for payment on account of

and Light Dues, and I enquired why they had not been paid, was informed by Chan Pul that the bills were only then being sent out, pressure of other work having prevented the serlier

preparation of them. These bills were, an a metter of fact,

then distributed by the shroff, who, by arrangement with the

accountant, had thus laid his net for a large haul, which was only too successful, for he went round on the morning of the Saturday (22 October) and collected all the cash he could
